Delaware State University invites applications for the position of Chief Information Officer (CIO). The Chief Information Officer will provide technology vision and leadership in the development and implementation of the University’s information technology programs. The CIO will ensure that systems are meeting the needs of the organization while aligning with the strategic vision of the University and its stakeholders. The CIO will ensure the technological infrastructure and all digital information, while ensuring assets and systems are fully secure to maximize productivity and provide innovation that benefits students, faculty, and staff.This position is also responsible for protecting the security, confidentiality, integrity, and availability of University data and information systems. The CIO serves as a member of the President’s Senior Leadership Council.
Provides direct leadership to the IT staff while engaging in research support, security, programming, desktop support, help desk, web services, information and infrastructure support services.
Represents the University through active participation in campus-wide IT governance, planning; serves as liaison with stakeholders for campus administrative services, computing, data storage and applications.
Coordinates the delivery of information technologies, applications, and services necessary to meet the highest level of user expectations through a blend of technical, administrative experience, with strong communication and leadership skills.
Leads IT strategic planning, utilizing knowledge of current trends and future vision of information technology, in support of the University’s mission and goals.
Engages and coordinates with Delaware State University stakeholders to identify needs, and establish proposed strategic priorities.
Participates in campus-wide assessments of research and administrative computing and infrastructure needs.
Develops and maintains an IT workforce with the appropriate mix of business knowledge, technical skills, and competencies in key technology areas.
Builds a team that is dedicated to continuous improvement and exemplary customer service.
Oversees technology and security aspects of proposal development for new and established programs.
Oversees the contracting and performance of IT service suppliers.
Consults with stakeholders on project needs, and identifies solutions for computing aspects of proposals.
Ensures the provision of necessary security certifications, audits and other required IT oversight.
Ensures systems are able to be restored or accessed in the event of a security incident or disaster.
Strengthens the University’s preparedness, timely response, and rapid recovery in the event of a cyber-attack, natural disaster, or other emergency.
Provide opportunities for University students to gain IT experience supporting campus technology operations.
Required Knowledge, Skills and Abilities
Demonstrated knowledge of different computer platforms, current security practices, and modern computing needs.
- Demonstrated mastery of University business processes in the areas of student recruiting, enrollment, registration, student records, human resources, payroll, purchasing, asset management, public safety, library systems, development, public relations and alumni systems.
- Demonstrated mastery of instructional technology including distance education.
- Demonstrated ability to draft and implement policies and procedures that meet the needs of a complex user community with extensive legal/regulatory requirements.
- Demonstrated ability to conduct training needs assessments and implement programs that ensure a high degree of value-added performance by internal staff.
- Demonstrated ability to oversee the review and analysis, coordination, and approval of computer-related purchases and upgrades, ensuring new applications and technologies are compatible with existing systems and infrastructure.
- Demonstrated skill and ability to manage the design, implementation, monitoring, support and maintenance of high-quality network and telecommunication services on a campus and its affiliates, including phone, directory and voice mail services, data and video networks, cabling, card access readers and security cameras.
- Demonstrated ability to develop, collaborate, implement, and maintain tactical and strategic technology plans.
Effective management of operational, capital, and other financial resources, to include the ability to conduct and communicate cost-benefit and return-on-investment analysis.
Ability to translate IT plans, business processes and information needs between IT professionals, users and decision makers.
Master's degree in Computer Science, Computer Information Systems, Information Technology Management, Business Administration, Management or related field. (Relevant experience may be substituted for degree requirements.)
Five years of successful senior level management experience in higher education that include telecommunications, networking, instructional technology, ERP systems, distance education and administrative applications.
Demonstrated record of managing people in a dynamic and complex environment.
Strong ability to build relationships with stakeholders. Confident, outstanding interpersonal and communication skills, comfortable maintaining high visibility and working effectively with a broad constituency.
University network and major applications are performing satisfactorily and available during 98% of working hours
An IT strategic plan is developed and implemented, and goals are met.
University IT resources (including hardware, software, and data) are secure and disaster recovery is efficient and effective.
All IT contracts are managed to ensure achievement of contract deliverables in a cost-effective manner.
IT department staff are able to perform the essential functions of their job in an efficient, effective and timely manner.
